Preheat your oven to 400 degrees F. Line a baking sheet with foil and set aside.
Cut the salmon into 1-inch cubes and place into a large mixing bowl. Set aside. In a small bowl, stir together the garlic powder, onion powder, chili powder, paprika, cumin, black pepper oregano, and cayenne.
Drizzle the olive oil over the salmon and then sprinkle on the seasoning mix. Gently toss to coat.
Arrange the salmon on the prepared baking sheet in a single layer, leaving space between each piece. Bake for 15 minutes.
In a small bowl, whisk together the mayo, garlic chili sauce, sriracha, and lime juice until smooth.
To assemble: Add 1 cup of cooked rice to each serving bowl. Arrange 1/4 of the salmon over half of the bowl and 1/4 of the sliced avocado on the other side. Drizzle the spicy mayo over the salmon and sprinkle with green onions and red chili. Sprinkle the whole bowl with sesame seeds. Serve warm.
